Get the STM32 working using dev2

Ulysses got stm working on arduino platform. Unsuccessful with Dev2 flash

@ulysses10 and I got out blue pills flashed with the super_bluepill_led_blinker demo. Note that we needed to unplug and replugin the board after flashing for blink to take effect.

[3:25 PM] kammce: Yeah the boards tend to be put into a halted state and either need to be pushed by gdb or power cycled.
