Implement rover_system.hpp base class to remove duplicated logic

things like heartbeat count logic are repeated in both arm and drive and should be move to rover_system. Duplicated logic is a major problem since it adds more work whenever a change is made to a duplicated code block causing us to update it in multiple locations as a result.
