Can transceiver toggle pin #86

The can transceiver now has a toggle pin to switch it on and off, so when connecting to motors and it fails, you should now restart the can transceiver on fail. You also have to pull the can transceiver low to turn it on. Use GPIO pin G3.

This was deemed to not work as intended through testing and has been dropped
