basic update template, copy from espnet #4

ummm, build basic file. there are some problem with one of files stand for segment or the whole utterance.

good try out! Segments I believe should be resolved before applying to the further system (see format_wav_scp for reference). You may also consider the support for your REMI, CP structure when developing (even leave todo there)

In terms of basic structure, the code is ready to merge, so I will merge soon
