update performance pipeline #40

Hi Tim,

Sorry for the delay.

  1. A new slurm file had been added.
  2. Function of get_dask_client() had been added and invoked in pipelines_rsexecute_timings.py.

I have tested the pipeline with different arguments for many times. I think the codes are correct, which can be merged.
