Clarify and update boards.txt #74

I'm not sure exactly how the boards.txt file in the original optiboot 
distribution was supposed to work, but it requires assorted changes to be 
meaningful with a current Arduino install.
1) Clarify that boards.txt (or any fraction thereof) can be put in the user's 
sketches/hardware directory
2) Update fuse values to be correct, if necessary.
3) update/add the necessary "variant"-type fields.
4) include at least a sample for all boards currently supported by optiboot.

This issue replaces several various boards.txt issues (11, 49, 72)
