Good-Turing Smoothing #97

So I finished reworking python code for Good-Turing smoothing which will return smoothed values for all word frequencies using the paper Mark gave me.

I have no idea if it works or not. Frankly I'm not quite sure how to test it. I've been so burned out by finishing up grad school that I've abandoned a lot of responsibilities to graduate

I also don't know if I'm merging this the correct way

(what I'm saying is I'm a mess but I hope this is useful somehow and I was active in some way)
