Add VIM to dockerfile

Why is this necessary? We shouldn't need to edit files on the VM itself as I'm fairly sure it just mounts the directory. Leaving this open for justification but I've not heard @Aterfax say anything about this.

Side note: keep it clean. Now I see why people are rabid on making Codes of Conduct...
