add mail dispatching to account users #18

We should provide e-mail confirmation for account users when they do a submission.

This is added and apparently functional with 6d14818. Can't figure out from my sandbox whether mails are actually being sent or not, but they definitely should be.

In fact I found a way to actually test mail. You need to install mailcatcher as indicated in the front page README.md. Then you can check the mails being sent from the application pointing your browser here.
