After writing a redacted DICOM file, we need to also save the list of redacted regions somewhere

inside the DICOM file as ROIs
in a database file or appended to a CSV file
or in a separate metadata file The latter is probably better as it doesn't modify the original file and is easier to load, but it does mean that an extra file is being created for every DICOM processed.

There have been reports of duplicated rows in the CSV but it might be fixed by this commit https://github.com/SMI/dicompixelanon/commit/e460693868c1d2f710ce7d21147ead0d3e129f0e so log a new issue if it still happens.
