IQSet details wrongly increment the tablet header as row #1 #70

Dont increment on the table header.

This isn't the issue. The problem is that the CSV upload doesn't drop the first line of data, which is the table header info. Fix that !!!

Problem was we weren't dropping the first row after the teacher metadata.
