IQManager should support the ability to load user specific branding that will show up on the client apps

For some organization, it makes sense to use their own branding. It doesn't make sense to rebuild a build for each customer, or even between sessions where different branding may be desired. I suspect that we'd want to let the teacher upload branding assets and these would get transmitted to client apps when they login.
