No. The footnotes in sections B.8 and B.9 of SMPTE ST 377-1:2011 make this clear. If you don't read the footnotes then you will get it wrong. This occurred in IMF Subtitle Track Files.

I propose that we promote the footnote to body text. Please add comments if you disagree or add reactions if you agree.

The text in B8 and B9 is in body text and is normative, not a footnote. It is suggested that it is better to add a statement under Figure 14 for example.
