377-1 needs to reference the new online labels structure. This Epic is to gather all the issues found relating to labels, elements, types, dictionary structures, reference etc.

TC 31FS plenary (2022-03) proposal to fix the bugs in the document first and update formatting and register in the future. Silence from the TC when objectors were requested means that this is the plan.
