If a MainSubtitle timed text track is present on any reel, a MainSubtitle timed text track shall be present on all reels. If (1) or more ClosedCaption timed text track(s) are present on any reel, the same number of ClosedCaption timed text tracks shall be present on all reels.

Needs to be updated to reflect, that the "shall" is not applicable to reels where no actual rendered TimedText files follow (i.e. last end tag logo reel), to be in line with current practice.

Should include a diagram too for visual reference.

Also to note, removal of the note and re-wording of "blank" to normatively reference RP428-22 when published.
