[Project App] don't send email to ST or TC until ready #33

The operation description sounds like an email to the ST and a TC will go out as soon as a new project is saved.

Add the ability to save a project that is in draft form and don't send an email until the person creating the project is ready to send the email to the ST and TC.

It is important to be able to create a new project and then send the link to the project to peers for a double-check before exposing the project to the ST and TC.

We will add a review/approval step before the start of TC/ST review in the next version of the Projects App
