@palemieux : In my experience the Creator and Issuer are useful elements. The one that causes me trouble is the ContentVersion when it's a randomly generated ID. In that specific case the ID is useless (as it does not relate to anything).
So I'd like to suggest that ContentVersion should not be used if there is no meaningful ID to put in there. Pretty much the same logic as with Mastering Display information. Either the information should be meaningful, or absent, but definitely not random.
I second that Creator and Issuer are very useful elements and I don't see any confusion surrounding them. I'm happy to make ContentVersion optional though.

element to be present.Past experience has demonstrated that constraints these elements are best left to delivery specifications. Merely requiring their presence without providing guidance on their contents results in users/implementers filling-in meaningless values.
Suggest removings the requirements on
Creator
,Issuer
andContentVersion
elements, or providing specific guidance/requirements on expected values.
