WIP: PCD3 #21

PCD3 draft.

The current state of the PCD 3 draft should close the following issues :

Move C.4 to its own Annex D per AG-16 #18
Remove first paragraph of C.1 #17
Update foreword with all substantive changes made to the document #16
Should PixelLayout be required? #14
ApplicationIdentification for DCDM compositions #1
Add constraints on markers for DCDM characteristics #15
Add constraint on authorized contentKind for DCDM characteristics #19

Please have a look to linked issues to have an updated status on the issues addressed by the document.

(This pull request correct the previous one, with a branch rebased on this repo master.)
