ISDCF requests:

small case language code vs cap case language code for subtitle make like the naming convention

Not sure that we understand this well enough yet. Also I think that case is disallowed by the standards referenced by st429-16

@dcbullock Does this need to be fixed in the upcoming revision, i.e. is it impacting interoperability? If so, it would be good to get additional details from the ISDCF.
