The paragraph states: "The value of the Language element of the MainSubtitle element shall be equal the first item of the MainSubtitleLanguageList element."

Add "to" after "equal" so that it reads: "The value of the Language element of the MainSubtitle element shall be equal to the first item of the MainSubtitleLanguageList element."
