9.1 states the following:

9.1 Minimum Essence Requirement A Composition Playlist shall have one picture essence track and one sound essence track in each Reel element.

As the heading is "Minimum Essence Requirement, " would it be more accurate to state: "A Composition Playlist shall have at least one picture essence track and at least one sound essence track in each Reel element."
