This closes #4, closes #5, closes #9, closes #10, and closes #11.

Just switching this to a draft version so that it doesn't get prematurely merged before project approval.

As noted by @msheby, this PR is on hold until the Revision project is approved and opened.

Need to confirm that XSD uploaded to this repo is same as SMPTE-RA, and same as intended with original publication.

Need to confirm that XSD uploaded to this repo is same as SMPTE-RA, and same as intended with original publication.

The uploaded file doesn't match the contents of section 10.

We've found the schema file that matches the normative text.
