The sentence states: This element shall contain an unordered list of one or more TypedKeyId elements, which are defined below.

"below" should be specified, e.g.: This element shall contain an unordered list of one or more TypedKeyId elements, which are defined in 6.3.9.2 and 6.3.9.3.
