Both 6.3.4 and 6.3.6.3 contain the following sentence: If the language attribute is not present, the value of the element shall be treated as if the language attribute were en.

Prefer present tense: If the language attribute is not present, the value of the element shall be treated as if the language attribute is en.

Isn't this a correct use of the unreal tense?
