Add SMPTE URL spelled out to end of Foreword.

@ERyan71258 I'm not seeing this issue raised in all other docs as (only some). We should open an issue in the tooling if important.

Is the SMPTE (the Society of Motion Picture and Television Engineers) link at the start of the Foreword not sufficient? If not, we can update the boilerplate to include something like:

Is keeping that in the same location suitable? Does it need to be anywhere else?
