Update Normative references #2

Fix normative reference to 429-7, 429-8, 430-1 - Do this as part of the st 429-7 project so they can publish together.

Replace XML normative references with ST 429-17? RFC 1738 has been obsoleted -- and doesn't look to be needed. RFC 2396 replaced by RFC 3986. ST 429-7 itself needs another revision. ST 429-8 itself needs another revision. ST 430-1 has been updated and itself needs another revision. IEEE Std 1003.1-2004 has been superceded by ISO/IEC/IEEE 9945:2009(E).

Bibliography: Entry for RFC 3986 needs to be corrected. QA framework WD updated to REC at https://www.w3.org/TR/qaframe-spec/
