Proposed Solution:
The following resolution was approved by ST on June 15, 2017
It is the intent of the Standards Operations Manual version 3.1, that, regarding document precedence in section 5.4.1, for procedural material, the Operations Manuals and Administrative Guidelines take precedence over Engineering Documents, and for technical material, Engineering Documents take precedence over all other documents.
ST is recommending the following changes to the OM
update overall document precedence, separating technical material from procedural material;
Consider removing the Bylaws from the mix, since other factors put that at the top of the pile;
Consider a broader location for this precedence material other than in section 5.4.1
Restore an explicit prohibition of procedures in Engineering Documents.
