In Twitter search network import, umlauts are not handled #366

Just tried this. Umlauts don't work in hashtags when trying to import Twitter data. I tried #pää and #pöö, both return results for #p instead. One other I tried said it couldn't find any tweets with the hashtag. The problem seems to be circumventable by using #poeoe instead of pöö.
