phonon-bandplot default is rather dense - leads to very large web JSON #210

@DonaldChung-HK encountered some multi-GB .json files when trying to export phonon band structures for interactive visualisation.

In this use-case we don't really need such dense sampling along reciprocal space, so the default density could be lower when --to-web is used.
