Assessment function #27

"Assess" is another function to be called in master.R that accepts the data from "Monitor" and produces an assessment of the population. How do we standardize outputs as input for "Manage"?

Inputs: life history list, data in data.frames (standardized), specification of uncertainty (.csv?) Outputs: Big iteration, small iteration, time step, assessment type, value, metric
