Devise a method to specify where the potential management intervention begins. Consider what the depletion of the fishery should be (which if assumed to be bioeconomic equilibrium, will be dependent upon the cost of fishing, price of fish, capacity of fisher and number of fishers in the fishery)

The simulation can now be divided into two time periods--one in which management is status quo and one in which a new management intervention can be tested. The place this is specified is in grandsimctl.csv.
