Change log update #77

PR to address #76, with the addition of an md suffix to the changelog so that GitHub displays the markdown nicely.

Also added some dates to the snews_pt tags.

After discussion with @KaraMelih I discovered the usual procedure during releases is to have GitHub automatically generate release notes and populate the changelog. We'll therefore delete this PR and see if we can get the auto-generated changelog markdown to display a different way.
