Update repo settings (master not protected) #111

So I looked more into this... On wecopttool, we don't check any of those additional "protect this branch" options. Those additional protections are to protect against people who are listed as collaborators with write access (i.e., our internal development team at Sandia). By default, public repositories of readable but not writable. This means any person not listed with write access will need to fork and submit a pull request to make a change. I think this is how we want it for now.
