Create Reboot Bot command #121

As mentioned in the spec, create a Reboot Bot command which will restart the program without exiting the docker container.

This can't be started until #117 is finished.

Due to the restrictions with docker and c#, I'm pushing this one back to "future" until we can find a good way to get the two technologies to work together better.
