The script appears to live here, but is not included with an install link in the README.
FWIW I managed to install it in Tampermonkey by visiting https://github.com/SO-Close-Vote-Reviewers/UserScripts/raw/master/UnclosedRequestReview.user.js
Also the homepage link in the script itself still points to Tiny Giant's personal GitHub repo.
