When I use `cv-pls` on the Question tab of an Answer review, the generated link points to the answer, not the question

Using cv-pls on a question during an answer review results in the cv-pls request using the link to the answer instead of the question. This caused some minor confusion (though we quickly identified the behavior).

Below is a screenshot showcasing the issue. This is a First Answers review with the Question tab selected. I've moused-over the generated cv-pls link so you can see the URL in the status bar is pointing to the answer.
