Telegraf for flight telemetry

We can use a similar telegraf configuration as the one for radiation testing, but:

1. Output should be changed to serial (MOCI uses dmesg / UART0 to get kernel panics over same line)
2. Decrease sampling rate (1-4 samples per minute should work)
3. Bake power monitor and tegrastats into telegraf's inputs
