link between State of Pacific Ocean Reports and Forecasts? #70

Is the link currently a procedural one, rather than an explicit data flow?

The SOPO reports get done every year, summarizing ocean conditions in the previous year.

The forecasts are done in the winter/spring, including an environmental conditions supplement covering conditions in the brood year and ocean entry year, plus early information about expected conditions for upcoming return migration.

For example, the 2024 run size forecast was developed in the Fall of 2023. That means SOPO reports for 2021 and earlier were available to the forecasting team, and the report covering 2022 was probably also available.

Basically trying to find out whether the SOPO reports are an integral building block for the forecasting work. If so, it may be helpful to have key time series from the SOPO reports easily available for exploratory analysis of alternative or additional covariates (e.g., test whether some variation from the satellite-based SST estimates perform better or worse than the series generated from the lighthouse data).
