Add document templates to samples (configuration part) [2]

Feature Description

As with the issue https://github.com/hzi-braunschweig/SORMAS-Project/issues/10765, the document templates card will be added to the sample view. Therefore, a new area for sample document templates is needed within the configuration for document templates.

Proposed Change

• [ ] add section and heading document template sample between the document template event participant and travel entry.
• [ ] add button upload template which allows user to upload documents which can be used as document templates in the sample view
• [ ] add table with headings file name and actions. When a document was uploaded successfully, it appears in the table.
• [ ] add button download in the table under actions for a document which allows users to download the template
• [ ] add button delete in the table under actions next to download which allows users to delete templates

Acceptance Criteria

The documents templates are is implemented as described above and as it works for other entities.
