In Action directory the checks should be done based on the existent Action related userrights:

In Action directory the checks should be done based on the existent Action related userrights not based on EVENT related userrights ( as it is now) - check all the actions related to this directory and the needed userrights
-The relevance status filter should contain: Active actions, Deleted actions ( If archived actions are also necessary, a new userright ACTION_ARCHIVE should be added)

The Actions directory will work correctly based on the required action related rights (ACTION_CREATE, ACTION_DELETE, ACTION_EDIT).
