Outcome of a case should only pop up for confirmed cases #2404

Feature Description

An outcome should only be linked to confirmed cases and should not show for other case classifications. Outcome should be the output of case management or treatment @bernardsilenou

@Iheanacho2027 I think it will not be good to limit it to only confirmed cases. The reason is that the word "suspected" in "suspected case" is different from the literal English word "suspected". A suspected case is a case, we just call it suspected because a lab test had not been done. It is left to the person analyzing the data from sormas to latter decide of they need to includes suspected cases or not in their report
