Add duplicate contact detection to mobile app

Bug Description

Steps to Reproduce

1. Create many contacts with the same name of mobile app
2. System detect duplicate person but not duplicate contact

Expected Behavior

• duplicate contact detection method should be triggered after duplicate person detection during contact creation

@bernardsilenou I hope this is country-specific. We are unable to do case input easily because of the duplicate detection on case entry.

@Chinedar This will be for all the countries. You are right with the issue with delay in importing cases. We got the same complain from French users. The team worked on it in 1,47. Please use 1,47 and give feedback if improvement is still needed
