Add the option to associate documents with regions/districts/communties #4273

Situation Description

Especially in Germany, required documents for local health processes (e.g. quarantine orders) can vary greatly from community to community. The current document template engine always makes all documents available to every user, which can lead to

  1. great amounts of documents available to each user, where a single SORMAS-instance is responsible for many regions/districts/communities
  2. users potentially using the wrong template when generating documents

Feature Description

Allow templates to be associated with specific regions/districts/communties upon upload. Each user should only be able to access templates associated with his/her region/district/community. It should still be possible to upload templates without any region information. Those templates would then be available to everyone.

Additional Information

This issue is based on a user request and especially relevant for Germany.

Städte und Gemeinden sind in einigen Bundesländern für die schriftlichen Quarantäneanordnungen zuständig. Sie sollten nur Zugriff auf eigene Dokumentvorlagen erhalten.
