Add date of outcome filter option and recoveries to the dashboard

Situation Description

With version 1.59 the user is able to filter the dashboard by using report/sympton onset/most important date. The user needs to filter for the date of outcome, as well, to get e.g. the date of death and recovery. Since now these fatalities are only available with report date and not the date of death. Furthermore, the value for recovered cases ist missing so far.

Feature Description

Add "date of outcome" as checkbox next to the epi week filters to the dashboard and add recoveries below fatalities. If outcome of case is documented without giving an outcome date, then provide the value with the available reporting date.
