Add filters for districts, communities and facilities to dashboard

Situation Description

As a surveillance officer in a district or national user, I would like to filter the dashboard for all entities: cases, contacts, and events in a facility.

Feature Description

• Add filters for district, community and facility to case and contact dashboard, just as on the directorories
• For national users, they should be able to choose the region, district, community and facility
• For regional user, the region is set by default, but they should be able to choose the district, community and facility
• For district users, they should be able to choose the community and facility
• Similar for community and facility user
• When filter is applied, show all indicators/ charts/ maps, etc based on the filter
