As a surveillance officer in a district or national user, I would like to filter the dashboard for all entities: cases, contacts, and events in a facility.
Feature Description
Add filters for district, community and facility to case and contact dashboard, just as on the directorories
For national users, they should be able to choose the region, district, community and facility
For regional user, the region is set by default, but they should be able to choose the district, community and facility
For district users, they should be able to choose the community and facility
Similar for community and facility user
When filter is applied, show all indicators/ charts/ maps, etc based on the filter
