'Complications' section is displayed when there are no complications listed for 'Monkeypox' cases #9625

Bug Description

For 'Monkeypox' cases only, the section 'Complications' is displayed in the 'Symptoms' tab of cases, and in the 'Create new visit' form of cases and contacts, even though there are no complications listed in the section.

Steps to Reproduce

  1. Open a 'Monkeypox' case and navigate to the 'Symptoms' tab (or the 'Create new visit' form);
  2. Observe the bottom section of the page.

Actual Behavior

The 'Complications' section title is displayed even though there are no complications listed for this disease.

Expected Behavior

The 'Complications' section title is not displayed when there are no complications listed for the disease. ### Screenshots

Additional Information

Checked for all the other case diseases and when there are no complications listed, the 'Complications' title is not displayed (i.e. congenital rubella). Reproducible only when the country locale of the server is set to international.

Verified ticket on the local machine using the latest version of SORMAS from the development branch - 1.75.0-SNAPSHOT(0e19e5d).

'Complications' heading is no longer displayed for any disease, if there are no complications associated.
