Long directory names in main directory #1527

We have a directory EXTERNAL_PACKAGES_coupled_with_SPECFEM3D and external_libs that as far as I can tell serve the same purpose. I would propose to merge both into one directory with a shorter name. external_libs seems good to me and has the advantage we keep at least one of the names. Renaming and merging should be easy, but one would need to search through the directory to see if the long name appears in any documentation or scripts (a search using an IDE for the folder name, or a text search using grep should be enough). Is this change a good idea?
