HOWTO_configure_the_GPU_version.txt deleted as no longer needed #1538

At 2022 sepcfem developer workshop: Delete doc/how_to/HOWTO_configure_the_GPU_version.txt as the instructions is now under https://specfem3d.readthedocs.io/en/latest/02_getting_started/#using-the-gpu-version-of-the-code
