Github configuration changes are not taking effect after being merged into devel #1544

The new issue template merged in #1528 is not working. I think this is because it was merged into devel, but is not available in the default branch (master). This also means all other github configuration changes (e.g. a new pull request template I wanted to create) will not work until the next release. Nothing we can do about this right now, but I wanted to open the issue to remind myself about it (and others if they run into the same problem).
