Device adverse event outcome widget contextual help

User story of #137 Dependency on #49

As a user, I want to see contextual help on the Device Adverse Event Outcome Widget so that I can find out more details about what kind of information I'm being presented and how I could use it.

Acceptance criteria:

• Widget has a way to click for contextual help
• Contextual help details the type of information shown and potential questions it could answer for the user
• User able to click out of the contextual help to make it disappear or click an "x" at the top to close

On this graph, you can see adverse events to devices related to [input] organized by outcome, from most frequent, to least frequent. You can click on the individual bars to apply a filter to the events above to only show those with a certain outcome. This information can help you learn more about what certain events.
